The Union Century 21, together with three other NGOs, was the initiator of the first referendum in the history of independent Georgia.

The referendum was held on November 2, 2003, alongside parliamentary elections. The aim of referendum was to ensure constitutional changes, which proposed to reduce the seats in the next parliament of Georgia from 235 to 150. The question asked at the referendum was: “Are you for or against the reduction in the number of Georgian parliamentarians to 150 members?”

More than 1 500 000 citizens of Georgia voted in favor. Based on the results of the referendum, the Constitutional Law of Georgia was amended in February of 2005 (see Constitutional Law of Georgia).- საქართველოს კონსტიტუციური კანონი
